2.7.2007: Into Africa

President Bush's approval of the creation of an African Command to handle military issues related to that region is mixed news for those who have advocated that issues related to Africa should receive more attention.
Management of military matters in Africa had previously been split between the U.S. Central Command and the European Command. But former Defense Secretary Rumsfield had recommended the change as way to address geopolitical changes in the 21st Century.
While this does not mean an imminent U.S. military response to the genocide in Darfur, it is another signal that the Bush Administration does take African issues more seriously than many critics contend.
In addition to the military reorganization, Bush has pledged $15 billion dollars over 5 years to address the global AIDs crisis. --especially in several African countries. In his budget announcement this week, W requested $5.4 billion in spending for this effort ($1.4 billion more than last year.)
The reality in Africa is that we still depend greatly on Nigeria's oil reserves, but this supply is constantly threatened by bands of independent militias. We also want to prevent Al Qaeda elements from preying upon dysfunctional governments, like that in Somalia.
W sees AIDs relief and military restructuring as a way to address issues like these because he rightly sees Africa as being on the front lines of the Global War on Terror.

This actually really surprised me. I had no idea Bush was spending so much time and money on the AIDS crisis. I think this is a good thing, however I am not sure he is doing it for the right reasons. If he were doing this because he genuinely believes that he needs to help the people throughout the world living with AIDS, I would find that commendable. But, a big part of me thinks he is doing this for purely selfsih reasons. Yes, he is spending money on AIDS research, but I feel he is doing it more for the favors that would be owed to him by foregin governments.
Its a step in the right direction! Dare I say I commend Bush???
i think that you can look at this as a helpful step, yet at the same time he desires some form of general acceptance and recognition. the AIDS fund seems to be the "fad fund" of today and every major company sees it as a marketing scheme. i'm not saying that Bush is useing AIDS to promote his image necessarily, but perhaps it is an attempt to become more in touch with the voting public.
I think we could cure AIDS if all of the money from the Iraq War were diverted into medical research, but I am being overly and perhaps unnecessarily cynical-- I applaud the step towards an AIDS-free Africa. I really do hope it can get through to help the people who really need it, not get siphoned off by corrupt officials.
The problem, however, is that the administration is skeptical of charities that focus on birth control and refuses flat-out to deal with any organization that even mentions abortions. The money is a nice thought, but I don't believe it is going to the right places in Africa
